1. (a) All local provider programs and, or, both EI service providers must enter referrals into the state-approved referral portal within two (2) business days of receipt of a referral of any infant and toddler from birth to thirty-six (36) months of age for whom there is a suspicion of a developmental delay or disability or those children who have a diagnosed condition likely to result in developmental delay, including prenatal exposure to toxic substances.
2. (b) A CMDE or other evaluation or evaluations cannot be conducted when a referral to First Connections occurs forty-five (45) days, or fewer, before the child’s third birthday (see 20 CAR § 1002-303 regarding LEA referral).
