The purpose of this part is to:
- (1) Serve as the minimum guidance for local provider programs and early intervention service providers; and
- (2) Ensure that all aspects of the First Connections program are carried out in compliance with the requirements of Part C of the Individuals with Disabilities Education Act (IDEA).
