(a)
- (1) The state lead agency must develop a state plan to submit to the United States Department of Health and Human Services covering a period of no less than one (1) fiscal year and no more than two (2) fiscal years.
- (2) This plan must be submitted no later than thirty (30) calendar days prior to the beginning of the fiscal year covered by the plan.
- (b) The state lead agency is required to hold at least one (1) public hearing in the state giving enough time and notice of the hearing to provide the public with the opportunity to comment on the proposed use and distribution of funds prior to the submission of the state plan to the United States Department of Health and Human Services (see 42 U.S.C. § 9908(a)(2)).
- (c) To be eligible to receive Community Services Block Grant funding, the state shall conduct one (1) legislative hearing every three (3) years in conjunction with the development of the state plan (see 42 U.S.C. § 9908(a)(2)(B) and (a)(3)).
