1. (a) A determination of an intentional program violation (IPV) is made either through a court of law or by a hearing official in an internal hearing process.
2. (b) The internal hearing is known as an administrative disqualification hearing.
3. (c) Penalties in the form of disqualification sanctions are imposed against individuals found guilty of an IPV through a court of law or by a hearing official in an administrative disqualification hearing.
