1. (a) The case record must clearly reflect the evidence upon which the worker’s recommendation for protective payment is based.
2. (b) Such evidence should indicate mismanagement of funds by the participant to the extent that the child or children are not receiving the benefit of the assistance payment.

3. (c) Examples of such evidence are:

   1. (1) Continued inability to plan for necessary expenditures;

   2. (2) Continued evidence that:

      1. (A) The child or children are not properly fed or clothed; and
      2. (B) Expenditures for them are made in such a way as to threaten their chances for:

4. (i) Health;

   1. (ii) Growth; and

      1. (iii) Development;

   2. (3) Persistent and deliberate failure to meet obligations for:

      1. (A) Rent;
      2. (B) Food; or
      3. (C) Other essentials;
   3. (4) Repeated evictions or incurrence of debts; and
   4. (5) Drug abuse, even if bills are being met (possibly by another relative).
