1. (a) The Department of Human Services and the Division of County Operations are responsible for the provision of personnel in their areas of responsibilities, which include:

   1. (1) Determining eligibility;
   2. (2) Authorizing payments; and
   3. (3) Providing case management services to eligible families.
2. (b) Department of Human Services County Administrators and Office Administrators will develop procedures within their individual offices, through training and supervision, whereby decision-making occurs at the lowest possible level.
