(a) The Arkansas State Hospital reserves the right to immobilize, tow, and/or impound any vehicle that is:

1. (1) Parked on hospital property in such a way as to constitute a serious hazard; or
2. (2) Owned by a person who is not a Division of Aging, Adult, and Behavioral Health Services of the Department of Human Services/hospital employee or student having three (3) or more violations in any calendar year.

(c)

1. (1) Violators will be responsible for paying all costs for removal, impounding, and storage of such vehicles.
2. (2) Vehicles will be held until all charges are paid.
