1. (a) The comprehensive treatment plan is to be developed and implemented no later than seven (7) days from admission to residential services and partial day treatment and no later than twenty-one (21) days from admission to outpatient services and is to include:

   1. (1) A clear and objective statement of the client's needs to be addressed;
   2. (2) Clearly stated goals and objectives that the client is capable of understanding;
   3. (3) The means of achieving each goal is documented;
   4. (4) The method and frequency of treatment per goal or objective are documented;
   5. (5) The projected date of completion, per goal, is documented;
   6. (6) The staff person responsible for carrying out the treatment plan is specified; and
   7. (7) The CTP is signed and dated by both the counselor and client.

2. (b) All comprehensive treatment plans are reviewed and approved by one (1) of the following, as licensed or certified in the State of Arkansas:

   1. (1) Advanced certified alcohol and drug counselor;
   2. (2) Certified alcohol and drug counselor;
   3. (3) Certified clinical supervisor;
   4. (4) Licensed marriage and family therapist;
   5. (5) Licensed clinical social worker;
   6. (6) Licensed master social worker;
   7. (7) Licensed physician;
   8. (8) Licensed psychologist;
   9. (9) Licensed professional counselor;
   10. (10) Licensed psychological examiner;
   11. (11) Licensed alcoholism and drug abuse counselor;
   12. (12) Licensed associate alcoholism and drug abuse counselor;

   13. (13)

       1. (A) Certified criminal justice professional.
       2. (B) Applies to the Division of Correction and Division of Community Correction only;
   14. (14) Certified co-occurring disorder professional — Diplomat; and
   15. (15) Certified co-occurring disorder professional — Bachelor.

3. (c)

   1. (1) The client’s progress in meeting treatment plan goals is reviewed no later than every:

      1. (A) Seven (7) days in the residential environment, unless clinically contraindicated; and
      2. (B) Ninety (90) days in an outpatient environment.

   2. (2)

      1. (A) The review must be approved by an individual specified in subsection (b) of this section.
      2. (B) Not applicable to criminal justice system.
4. (d) The client’s progress in meeting treatment plan goals will be assessed at the time of discharge.
