- (a) The Arkansas Long-Term Care Ombudsman Program shall utilize volunteers to maximize its resources to benefit residents.
- (b) The regional ombudsman programs shall propose their procedures for recruitment, training, and use of volunteers in the program Annual Plan, see 20 CAR § 432-409.
(c) The State Long-Term Care Ombudsman shall provide:
- (1) Resources and technical assistance to each regional ombudsman program to develop and maintain its volunteer program; and
- (2) The curriculum and supervision of training provided by the regional ombudsman programs to volunteers.
(d)
- (1) The program may utilize volunteers to perform other functions to benefit the program that are nonresident related.
- (2) Such volunteers may perform program activities, as determined by the local program and upon approval by the State Long-Term Care Ombudsman.
- (3) Only volunteer ombudsman representatives will have access to residents.
(e) All volunteers with the program shall:
(1)
- (A) Work under direct supervision of an ombudsman representative.
- (B) Failure to follow the direction of the ombudsman representative may be grounds for dismissal from volunteer duties by the regional ombudsman representative;
- (2) Provide appropriate documentation to the program of all activities done on behalf of the program;
- (3) Adhere to the laws and policies related to confidentiality of information provided to the program; and
- (4) Meet the requirements and perform his or her responsibilities in accordance with all applicable federal and state laws, rules and regulations, and this part.
