1. (a) No subgrantee or staff person of the subgrantee shall discriminate, exclude from participation, or deny benefits to eligible individuals because of the individual’s:

   1. (1) Race;
   2. (2) Color;
   3. (3) Religion;
   4. (4) Sex;
   5. (5) National origin;
   6. (6) Handicap;
   7. (7) Political beliefs; or
   8. (8) Age.

2. (b)

   1. (1) Age shall be a valid consideration for participation in the program.
   2. (2) The minimum age limit is fifty-five (55) with no upper age limitations.
