1. (a)

   1. (1) Training may be provided to new participants prior to and as preparation for their community service assignment.
   2. (2) The training may be delivered through lectures, seminars, or classroom training.
   3. (3) Whenever possible, training should be delivered through the host agency at no cost or reduced cost to the program.

2. (b)

   1. (1) Job-related training has the primary purpose of providing or enhancing skills necessary for successful participation in community service assignment.
   2. (2) Participants shall be paid either the federal or state minimum wage, whichever is higher, during training.
3. (c) To the extent feasible, the subgrantee shall arrange skills training for the participant which is realistic and consistent with the individual employment plan.
4. (d) The subgrantee shall develop appropriate training opportunities through other employment and training programs or other sources at no cost or reduced cost to the program whenever possible.
