1. (a) Area agencies on aging shall develop and utilize policies and procedures related to the actual employment of eligible individuals, including criteria for prioritization and selection of eligible individuals, and the use of any waiting list for actual participation (employment) due to limitations in financial resources and/or available employment positions.

2. (b)

   1. (1) In selecting eligible individuals for participation (employment), the area agencies on aging will strive to give priority to those most in need.

   2. (2) Criteria for determining the most economically needy individual may include the amount of financial assistance available to the individual from other sources, and the urgency of the individual’s immediate economic needs, including but not limited to income for:

      1. (A) Subsistence;
      2. (B) Housing; and
      3. (C) Medical expenses.
