1. (a)

   1. (1) The eligibility criteria set forth in this section applies to all program applicants and participants.
   2. (2) Each area agency on aging is responsible for ensuring and documenting the eligibility of each participant.

2. (b) To be eligible for initial enrollment, re-enrollment, or certification for continued enrollment, each individual shall meet the criteria for age and place of residence:

   1. (1) Age.

      1. (A) Each individual must be no less than fifty-five (55) years of age.
      2. (B) No person shall be determined ineligible solely because of advanced age, and no upper age limit shall be imposed for continued participation; and
   2. (2) Place of residence. Each individual must be a resident of the State of Arkansas.
