1. (a) Area agencies on aging shall conduct and assist providers with outreach efforts which will identify unserved individuals eligible for assistance, with emphasis on older individuals:

   1. (1) Residing in rural areas;
   2. (2) With the greatest economic and social need (particularly minority individuals);
   3. (3) With severe disabilities;
   4. (4) With limited English speaking ability; or
   5. (5) With neurological and organic brain dysfunction.
2. (b) Projects shall establish a variety of outreach activities that ensure that the maximum number of eligible persons have an opportunity to participate.
3. (c) Outreach efforts shall comply with this section.
