- (a) The governing body or management team shall adopt effective resident care policies and administrative policies and bylaws governing the operation of the psychiatric residential treatment facility in accordance with legal requirements.
(b)
- (1) The governing body or management team, or the owner, or the person or persons designated by the owner as the governing authority shall be the supreme authority responsible for the management control of the psychiatric residential treatment facility.
- (2) The governing body or management team is ultimately accountable for the safety of residents and staff and the quality of care, treatment, and services provided.
