20 CAR § 413-801 – Standard — Facility practices — Conduct toward clients

(a) The facility must develop and implement written policies and procedures for the management of conduct between staff and clients.
(b) These policies must:
1. (1) Promote the growth, development, and independence of the client;
2. (2) Address the extent to which client choice will be accommodated in daily decision-making, emphasizing self-determination and self-management, to the extent possible;
3. (3) Specify client conduct to be allowed or not allowed; and
4. (4) Be available to all:
  1. (A) Staff;
  2. (B) Clients;
  3. (C) Parents of minor children; and
  4. (D) Legal guardians.
(c) To the extent possible, clients must participate in the formulation of these policies and procedures.
(d) Clients must not discipline other clients, except as part of an organized system of self-government, as set forth in facility policy.
