- (a) The facility must have an organized system for drug administration that identifies each drug up to the point of administration.
(b) The system must ensure that:
- (1) All drugs are administered in compliance with the physician's orders;
- (2) All drugs, including those that are self-administered, are administered as ordered;
- (3) Clients are taught how to administer their own medications if the interdisciplinary team determines that self-administration of medications is an appropriate objective, and if the physician does not specify otherwise;
- (4) The client's physician is informed of the interdisciplinary team's decision that self-administration of medications is an objective for client;
- (5) No client self-administers medications until he or she demonstrates the competency to do so;
- (6) Drugs used by clients while not under the direct care of the facility are packaged and labeled in accordance with state law;
- (7) Drug administration errors and adverse drug reactions are recorded and reported immediately to a physician;
- (8) No medication shall be given without a written order by a physician or dentist;

- (A) All medications shall be given by licensed nursing personnel.
- (B) The administrator or his or her appointed assistant shall be responsible for ensuring that qualified nursing personnel administer all medications ordered by a physician or dentist except in self-administration programs;
- (10) Caution shall be observed in administering medication so that the exact dosage of the prescribed medication is given as ordered by the doctor or dentist;
- (11) Each client must have an individual container, bin, compartment, or drawer for the storage of his or her medications in the medication room or cabinet, unless the unit dose system is employed; and
(12)
- (A) Nursing personnel shall not transfer more than one (1) dose of medication from container to container.
- (B) Loading narcotic counters, preparing take-home supply of medications, incorporating supplies, etc., by nursing personnel are not permitted.
