The facility must ensure comprehensive dental treatment services that include:

1. (1) The availability for emergency dental treatment on a twenty-four-hour-a-day basis by a licensed dentist; and

2. (2) Dental care needed for:

   1. (A) Relief of pain and infections;
   2. (B) Restoration of teeth; and
   3. (C) Maintenance of dental health.
