All facilities to which this part apply shall be subject to inspection at any time by an authorized representative of:
- (1) The Division of Provider Services and Quality Assurance;
- (2) The Department of Human Services;
- (3) The United States Department of Health and Human Services; or
- (4) Any other authorized entity.
