- (a) Any person, partnership, association, or corporation establishing, conducting, managing, or operating any facility covered by this part, without first obtaining a license therefore as herein provided, or who violates any provision of Arkansas law or rules lawfully promulgated thereunder shall be guilty of a misdemeanor, and upon conviction thereof shall be liable to a fine of not less than twenty-five dollars ($25.00), or more than one hundred dollars ($100), nor more than five hundred dollars ($500) for each subsequent offense.
