Each person or legal entity issued a license to operate a Level I assisted living facility shall provide continuous twenty-four-hour supervision and services that:

1. (1) Conform to Office of Long-Term Care rules;
2. (2) Meet the needs of the residents of the facility;
3. (3) Provide for the full protection of residents’ rights; and
4. (4) Promote the social, physical, and mental well-being of residents.
