1. (a)

   1. (1) All facilities licensed under this part shall be designed and constructed to substantially comply with pertinent:

      1. (A) Local and state laws;
      2. (B) Codes;
      3. (C) Ordinances; and
      4. (D) Standards.
   2. (2) All new construction shall be in accordance with the requirements for Groups I-1 as specified in the International Building Code (IBC) 2000.

   3. (3)

      1. (A) All new construction shall be readily accessible and useable by persons with physical disabilities including persons who use wheelchairs.
      2. (B) All construction shall comply with the requirements of the Americans with Disabilities Act.

2. (b) Plans shall be submitted to the Office of Long-Term Care in the following stages:

   1. (1)

      1. (A) Step 1 – Working drawings and specifications:

3. (i) That shall be prepared so that clear and distinct prints may be obtained; and

   1. (ii) With accurate dimensions including all necessary explanatory notes, schedules, and legends.

      1. (B) Working drawings shall be complete and adequate for contract purposes.

      2. (C) Separate drawings shall:

         1. (i) Be prepared for each of the following branches of work:
4. (a) (a) Architectural;

5. (b) (b) Structural;

   1. (c) (c) Mechanical; and

      1. (d) (d) Electrical; and

         1. (ii) Include the following:

6. (a)

   1. (1) (a)(1) An approved plan showing all new topography, newly established levels and grades, existing structures on the site, if any, new buildings and structures, roadways, walks, and the extent of the areas to be seeded.
   2. (2) (2) All structures and improvements that are to be removed under the construction contract shall be shown.
   3. (3) (3) A print of the survey shall be included with the working drawings;

7. (b) (b) A plan of each floor and roof;

   1. (c) (c) Elevations of each facade;

      1. (d) (d) Sections through building;
8. (e) (e) Scale and full-size details as necessary to properly indicate portions of the work; and

9. (f) (f) A schedule of finishes;

   1. (2) Step 2 – Equipment drawings: large-scale drawings of typical and special rooms indicating all fixed equipment and major items of furniture and movable equipment;

   2. (3) Step 3 – Structural drawings:

      1. (A)

         1. (i) Plans of foundations, floors, roofs, and all intermediate levels shall show a complete design with sizes, sections, and the relative location of the various members.
         2. (ii) Schedule of beams, girders, and columns shall be included;
      2. (B) Floor levels, column centers, and offsets shall be dimensioned;
      3. (C) Special openings and pipe sleeves shall be dimensioned or otherwise noted for easy reference; and
      4. (D) Details of all special connections, assemblies, and expansion joints shall be given;

   3. (4) Step 4 – Mechanical drawings: these drawings with specifications shall show the complete heating and ventilation systems, plumbing, drainage and standpipe system, and laundry, and shall include:

      1. (A) Heating and air conditioning systems, including:

         1. (i) Air conditioning systems with required equipment, water, and refrigerant piping and ducts;
         2. (ii) Exhaust and supply ventilating systems with steam connections and piping; and
         3. (iii) Air quantities for all room supply and exhaust ventilating duct openings;

      2. (B) Plumbing, drainage, and standpipe systems, including:

         1. (i) Size and elevation of street sewer, house sewer, house drains, street water main, and water service into the building;
         2. (ii) Locations and size of soil, waste, and vent stacks with connections to house drains, clean outs, fixtures, and equipment;
         3. (iii) Size and location of hot, cold, and circulating mains, branches, and risers from the service entrance and tanks;
         4. (iv) Riser diagram to show all plumbing stacks with vents, water risers, and fixture connections;
         5. (v) Gas, oxygen, and special connections; and
         6. (vi) Plumbing fixtures and equipment that require water and drain connections;
      3. (C) Elevators and dumbwaiters: details and dimensions of shaft, pit, and machine room and sizes of car platform and doors; and
      4. (D) Kitchens, laundry, refrigeration, and laboratories: these shall be detailed at a satisfactory scale to show the location, size, and connection of all fixed equipment;

   4. (5) Step 5 – Electrical drawings:

      1. (A) Drawings shall show:

         1. (i) Electrical wiring;
         2. (ii) Outlets;
         3. (iii) Smoke detectors; and
         4. (iv) Equipment that require electrical connections;
      2. (B) Electrical service entrances with switches and feeder to the public service feeders shall be shown;

      3. (C) Plan and diagram showing:

         1. (i) Main switchboard;
         2. (ii) Power panels;
         3. (iii) Light panels; and
         4. (iv) Equipment;
      4. (D) Light outlets, receptacles, switches, power outlets, and circuits;

      5. (E)

         1. (i) Nurses’ call systems, either wireless systems or hardwired, with outlets for beds, duty stations, door signal lights, enunciators, and wiring diagrams.
         2. (ii) If a wireless system is employed, the electrical drawing will indicate the implementation of the system including designations for residents’ call systems in residents’ apartments or units;

      6. (F) Fire alarm system with:

         1. (i) Stations;
         2. (ii) Signal devices;
         3. (iii) Control board; and
         4. (iv) Wiring diagrams; and

      7. (G) Emergency electrical system with:

         1. (i) Outlets;
         2. (ii) Transfer switch;
         3. (iii) Source of supply;
         4. (iv) Feeders; and
         5. (v) Circuits; and

   5. (6) Step 6 – Specifications: specifications shall supplement the drawings to fully describe types, sizes, capacities, workmanship, finishes, and other characteristics of all materials and equipment, and shall include the following:

      1. (A) Cover or title sheet;
      2. (B) Index;
      3. (C) General conditions;
      4. (D) General requirements; and
      5. (E) Sections describing material and workmanship in detail for each class of work.
