(a) Stairways and hallways shall be:
- (1) Kept free of obstructions; and
- (2) Be well lighted.
- (b) All stairways and ramps shall have nonslip surfaces or treads.
- (c) All inside and outside stairways and ramps shall have handrails securely affixed to the wall and able to support the weight of a client utilizing the handrail in locomotion or in raising or lowering themselves.
