(a) Each facility shall establish and conduct a maintenance program to:

1. (1) Ensure the continued maintenance of the facility’s plant;
2. (2) Promote good housekeeping procedures; and
3. (3) Ensure sanitary practices.

(b) Each facility shall:

1. (1) Maintain the building and grounds in a clean, orderly condition in good repair;
2. (2) Maintain draperies and furniture in good and safe repair;

3. (3) Promptly replace or repair:

   1. (A) Cracks in plaster;
   2. (B) Peeling wallpaper or paint;
   3. (C) Missing or damaged tiles; and
   4. (D) Tears or splits in floor coverings;
4. (4) Maintain the electrical systems, including appliances, cords, and switches, in compliance with the state and local codes;
5. (5) Maintain plumbing and plumbing fixtures in compliance with the Arkansas Plumbing Code, 17 CAR pt. 65, and the Arkansas Fuel Gas Code, 17 CAR pt. 67;

6. (6)

   1. (A) Maintain ventilation, heating, air conditioning, and air changing systems.
   2. (B)

(i) Gas systems shall be inspected at least every twelve (12) months to ensure safe operation.

1. (ii) Inspection certificates, where applicable, shall be maintained for review;
2. (7) Maintain the building, grounds, and other buildings free of breeding areas for flies other insects, and rodents;
3. (8) Maintain entrances, exits, steps, and outside walkways free from ice, snow, and other hazards; and
4. (9) Repairs or additions must meet then-existing building codes.
