A licensee must satisfy the following minimum qualifications:

1. (1) Sufficient financial resources to meet the needs of its residents;
2. (2) Have no prior convictions under Acts 1979, No. 28; and

3. (3) Have sufficient qualified staff to meet the needs of the residents in the following areas:

   1. (A) Vocational rehabilitation;
   2. (B) Occupational therapy;
   3. (C) Speech therapy;
   4. (D) Physical therapy;
   5. (E) Psychology;
   6. (F) Cognitive training; and
   7. (G) Recreational and educational services.
