1. (1) Whether the proposed project is needed or projected as necessary to meet the needs of the population.
2. (2) Criteria includes review of a detailed business plan that includes a narrative description with supporting data and analysis that illustrates the need for an assisted living facility in the proposed service area.

3. (3) Data and analysis must also include the following:

   1. (A)

(e) (e) Functional impairments.

1. (ii) There must also be a narrative description of the relationship between this demographic data and the population expected to enter the proposed assisted living facility;

   1. (B) Market and payor mix for intended facility;
   2. (C) Proximity to other facilities including nursing homes, hospitals, or clinics;

   3. (D) Current local conditions that favor the occupancy or sustainability of the proposed facility;

      1. (i) Local support for the project;
      2. (ii) Transportation access to the facility;
      3. (iii) Resident access to other local health, recreational, or other services;
   4. (E) Special needs of this community; and

   5. (F) Special features of this facility.

2. (1) Whether the project can be adequately staffed and operated when completed.

3. (2) Criteria include projected sources of staffing.

   1. (d) Whether the proposed project is economically feasible.
