(a) Drinking water standards.

1. (1) The quality of the water made available must conform to the National Primary Drinking Water Regulations, 40 C.F.R. pts. 141 – 143.
2. (2) The Department of Health may require the quality of the water to conform to the National Secondary Drinking Water Regulations, 40 C.F.R. § 143.1 et seq.

(b) Approval.

1. (1) The quality of new or additional sources of supply must be approved by the department before being made available for public use.
2. (2) Production of water that poses no threat to the consumer’s health depends on continuous protection.
3. (3) Because of human frailties associated with protection, priority should be given to selection of the purest source.
4. (4) Polluted sources should not be used unless other sources are not feasible, and then only when adequate personnel, equipment, and operating procedures are proposed or in place to purify and otherwise continuously protect the drinking water supply.
