(a) This part applies to all public water systems in the State of Arkansas, if such system has at least fifteen (15) service connections or regularly serves an average of at least twenty-five (25) individuals daily at least sixty (60) days out of the year, including federally owned or maintained public water systems.
(b) This part shall also apply to owners and their agents who plan, design, or construct modifications or additions to public water systems.
(c) This part shall apply to all public water systems utilized as a source for bottled water without regard to population served.
