The storage, collection, and disposal of refuse in the mobile home and recreational vehicle park shall be conducted so as to create no:

1. (1) Health hazard;
2. (2) Rodent harborage;
3. (3) Insect breeding area;
4. (4) Accident; or
5. (5) Fire hazard.
