(a) Public toilet facilities must:

1. (1) Be provided and maintained in accordance with the Arkansas Plumbing Code, 17 CAR pt. 65; and

2. (2) Kept:

   1. (A) Clean;
   2. (B) Adequately lighted;
   3. (C) Properly ventilated; and
   4. (D) In good repair.

(b)

1. (1) Lavatories must be:

   1. (A) Provided in all toilet rooms; and
   2. (B) Supplied with an adequate supply of both hot and cold running water.
2. (2) The lavatory must be provided with a mixing valve or combination faucet to deliver the hot and cold running water.

(c)

1. (1) Each lavatory must be provided with an adequate supply of:

   1. (A) Hand cleaning soap or detergent; and
   2. (B) Single-use sanitary towels or an approved hand drying device.
2. (2) Where disposable towels are used, an adequate waste receptacle must be located near the hand washing facility.
