- (a) No person is eligible to provide care, as defined in this part, without a current Arkansas EMSP license.
(b) Requirements for licensure include:
(1) AEMT prerequisites for education program.
- (A)
(i) Hold a current state EMT license.
(ii) Those that do not hold an Arkansas license must obtain Arkansas licensure with NREMT certification prior to beginning any field or clinical internship.
- (B) Department of Health-approved CPR certification (must follow current American Heart Association guidelines and require a hands-on skills component) prior to beginning any field or clinical internship;
(2)
(A) Paramedic prerequisites for an education program:
- (i)
- (a) (a) Hold a current state EMT license or AEMT licensure.
(b) (b) Military must hold a current NREMT, EMT, or AEMT license.
(c) (c) Those who do not hold an Arkansas license must obtain Arkansas licensure with NREMT certification prior to beginning any field or clinical internship; and
- (ii) Department-approved CPR certification (must follow current American Heart Association guidelines and require a hands-on skills component) prior to beginning any field or clinical internship.
- (B) Prerequisites for field and clinical participation. Candidate must be an Arkansas-licensed EMT or an Arkansas-licensed AEMT prior to starting any field or clinical participation and maintain licensure throughout the field and clinical training;
(3) Community paramedic prerequisites for an education program:
- (A) Hold a current Arkansas paramedic license;
- (B) Hold a current department-approved CPR certification (must follow current American Heart Association guidelines and require a hands-on skills component) prior to beginning any field or clinical internship; and
- (C) Hold a current department-approved ACLS certification;
(4) EMSP — Instructor.
- (A) Instructor licensure will run concurrent with the current EMSP expiration date.
(B) Instructor candidate education requirements:
- (i) Currently licensed EMSP for a minimum of two (2) years at level of sought instructor;
- (ii) Licensed as an EMSP continuously from any state, national status, or military for a minimum of two (2) years and currently licensed as an Arkansas EMSP;
- (iii) Department-approved CPR instructor certification (must follow current American Heart Association guidelines and require a hands-on skills component);
- (iv)
- (a) (a) Successfully complete a department-approved forty-hour EMSP — Instructor course or hold a minimum of a bachelor’s degree in education.
(b) (b) For successful completion of the forty-hour EMSP — Instructor course, students must:
- (1) (1) Complete the end-of-course didactic examination with a minimum score of eighty percent (80%); and
(2) (2) Meet all other course requirements;
(v) All courses taught must be sponsored by a department-approved EMS education program;
- (vi)
- (a) (a) All courses must be approved by the department prior to starting.
(b) (b) Instructor/program director must receive approval notification from the department prior to starting the course;
(vii) Submit a letter of affiliation by the program director of an accredited EMS education program with the application; and
- (viii)
- (a) (a) Current Basic Life Support CPR instructor card.
(b) (b) Must follow current American Heart Association guidelines and require a hands-on skills component;
(5) EMSP — Instructor for AEMTs and paramedics.
(A) EMSP instructors who apply to teach an AEMT course must meet the following:
- (i) EMSP — Instructors shall hold a current BLS Instructor certification; and
- (ii) Licensed as an AEMT or paramedic for a minimum of two (2) years.
(B) EMSP instructors who apply to teach a paramedic course must meet the following:
- (i) EMSP — Instructor license;
- (ii) Licensed as a paramedic for a minimum of two (2) years;
- (iii) Hold a current BLS Instructor certification; and
- (iv) Hold a current ACLS Instructor certification; and
(6) EMSP — Instructor Trainer. All the following eligibility requirements must be met for EMSP — Instructors to become EMSP — Instructor Trainers:
- (A) Arkansas-licensed EMSP;
- (B) Licensed continuously for two (2) years as an EMSP — Instructor;
- (C) Sponsored by an Arkansas-approved EMS educational program; and
- (D) A minimum of an associate degree.
