(a) To establish rules for minimum standards for hospice programs operating in the State of Arkansas.
(b) This part:
(1) Will ensure high quality professional care for terminally ill patients and their families by providing for the safe, humane, and appropriate palliative care of all admitted to the hospice program regardless of setting; and
(2) Shall apply to both new and existing agencies.
