(a)
- (1) The extent (number and types) of the administrative, clinical, and diagnostic facilities to be provided shall be determined by the services contemplated and the estimated patient load as described in the approved narrative program.
(2) The planning of freestanding birthing centers shall provide for the privacy and dignity of the patient during:
- (A) Interview;
- (B) Examination; and
- (C) Treatment.
- (b) General. Each element provided in the freestanding birthing center shall meet the requirements outlined herein as a minimum, with the understanding that the elements shall be expanded where needed.
(c) Birthing room or rooms.
(1) Birthing rooms shall be adjacent to a toilet room and shall have storage space sufficient to accommodate the:
- (A) Belongings of occupants;
- (B) Bedding;
- (C) Equipment; and
- (D) Supplies.
(2) In addition, the following shall be provided:
- (A)
- (i) Birthing rooms shall be adequate in size to accommodate:
- (a) (a) One (1) patient;
- (b) (b) Her family; and
(c) (c) Attending staff.
(ii) Each birthing room shall have a minimum floor area of one hundred sixty square feet (160 sq. ft.), excluding vestibule toilets;
(B) An area for equipment and supplies for routine and remedial newborn care, separate from the equipment supplies for maternal care, shall be provided in each birthing room in:
- (i) Built-in cabinets;
- (ii) Closets; or
- (iii) Furniture;
- (C) Medications, syringes, specimen containers, and instrument packs shall be contained in storage areas not accessible to children; and
(D) The plan for the birthing room shall be such that it will permit the need for emergency transfer by stretcher unimpeded.
- (c) Nurses' station or stations. Facilities for charting, clinical records, work counter, communication system, space for supplies, and convenient access to handwashing facilities shall be provided.
- (d) Medication distribution.
(1) This may be:
- (A) A medication preparation room or unit;
- (B) A self-contained medication dispensing unit; or
- (C) Another approved system.
(2) A medication dispensing unit may be located:
- (A) At the nursing station;
- (B) In the clean workroom; or
- (C) In an alcove or other space under direct control of the nursing or pharmacy staff.
(e) Clean workroom or clean holding room.
(1) The clean workroom shall contain:
- (A) A work counter; and
- (B) Handwashing and storage facilities.
(2) A clean holding room shall be:
- (A) Part of a system for storage and distribution of clean supply materials; and
- (B) Similar to a clean workroom except that the work counter and handwashing facilities may be omitted.
(f) Soiled workroom or soiled holding room.
(1) The soiled workroom shall contain a:
- (A) Clinical sink or equivalent flushing-rim fixture;
- (B) Sink equipped for handwashing;
- (C) Work counter; and
- (D) Waste receptacle.
(2) A soiled holding room shall be:
- (A) Part of a system for collection and disposal of soiled materials; and
- (B) Similar to the soiled workroom except that the clinical sink and the work counter may be omitted.
- (g) If a stretcher is provided, stretcher storage space shall be out of the direct line of traffic.
