The following areas shall be provided:

1. (1) Facility entrance at grade level:

   1. (A) Sheltered from the weather; and
   2. (B) Able to accommodate wheelchairs;

2. (2) Lobby, that shall include:

   1. (A) Reception and information counter or desk;
   2. (B) Waiting space or spaces;
   3. (C) Public toilet facilities one (1) for each sex;
   4. (D) Public telephone or telephones; and
   5. (E) Drinking fountain or fountains;

3. (3) Interview space or spaces for private interviews relating to:

   1. (A) Social service;
   2. (B) Credit; and
   3. (C) Admissions;

4. (4) General or individual office or offices for:

   1. (A) Business transactions;
   2. (B) Medical and financial records; and
   3. (C) Administrative and professional staffs;

5. (5)

   1. (A) Multipurpose room or rooms with provisions for the use of visual aids for:

      1. (i) Conferences;
      2. (ii) Meetings; and
      3. (iii) Health education.
   2. (B) One (1) multipurpose room may be shared by several services;
6. (6) Storage for office equipment and supplies; and
7. (7) Staff toilet facilities.
