- (a) General considerations. See 20 CAR § 41-146(a), physical facilities.
(b) General construction consideration.
- (1) See 20 CAR § 41-146(a), physical facilities.
(2)
- (A) The facility shall provide a therapeutic environment appropriate for the planned treatment programs.
- (B) Security appropriate for the planned treatment programs shall be provided.
- (C) The area shall be characterized by a feeling of openness, with emphasis on natural light and exterior view.
- (D) Interior finishes, lighting, and furnishings shall suggest a residential rather than an institutional setting.
- (E) These shall, however, conform with applicable fire safety codes.
- (F) Security and safety devices shall not be presented in a manner to attract or challenge tampering by patients.
- (G) Design, finishes, and furnishings shall be such as to minimize the opportunity for residents to cause injury to themselves or others.
- (H) Special design considerations for injury and suicide prevention shall be given to the following elements:
- (i) Visual control of:
- (a) (a) Nursing units; and
(b) (b) Passive activity areas such as day rooms and outdoor areas;
(ii) Hidden alcoves or enclosed spaces;
(iii) Areas secured from patients’ access such as staff areas and mechanical space;
- (iv) Door closers, latch handles, and hinges;
- (v) Door swings to private patient bathrooms;
- (vi) Shower, bath, toilet, and sink plumbing fixtures, hardware, and accessories, including grab bars and toilet paper holders;
- (vii) Windows, including interior and exterior glazing;
- (viii) Light fixtures, electrical outlets, electrical appliances, nurse call systems, and staff emergency assistance systems;
- (ix) Ceilings, ventilation grilles, and access panels in patient bedrooms and bathrooms;
- (x) Sprinkler heads and other protrusions; and
- (xi) Fire extinguisher cabinets and fire alarm pull stations.
- (c) Site location, inspection, approval, and subsoil investigation. See 20 CAR § 41-146(d) – (m), physical facilities.
- (d) Construction documents. See 20 CAR § 41-146(k), physical facilities.
- (e) Codes and standards. See 20 CAR § 41-146(a) and (o), physical facilities.
(f) General requirements for psychiatric hospitals and alcohol/drug abuse inpatient treatment centers.
(1) Nursing unit.
- (A) See 20 CAR § 41-151, physical facilities — psychiatric nursing unit.
- (B) Seclusion room is not required in the alcohol/drug unit.
- (2) Patient rooms. See 20 CAR § 41-151, physical facilities — psychiatric nursing unit.
(3) Service areas. The service areas shall follow the standards described in 20 CAR § 41-151, physical facilities — psychiatric nursing unit, with the following exceptions:
(A)
- (i) At least two (2) separate social spaces, one (1) appropriate for noisy activities and one (1) for quiet activities, shall be provided.
- (ii) The combined area shall be a minimum of thirty square feet (30 sq. ft.) per patient with a minimum of one hundred twenty square feet (120 sq. ft.) for each of the two (2) spaces.
- (iii)
- (a) (a) This space may be shared by dining activities if an additional fifteen square feet (15 sq. ft.) per patient is added.
(b) (b) Otherwise provide twenty square feet (20 sq. ft.) per patient for dining.
(iv) Dining facilities may be located off the nursing unit in a central area;
(B)
- (i) Space for group therapy shall be provided.
- (ii) This may be combined with the quiet space noted above when:
- (a) (a) The unit accommodates not more than twelve (12) patients; and
(b) (b) At least two hundred twenty-five square feet (225 sq. ft.) of enclosed private space is available for group therapy activities;
(C) Patient laundry facilities with an automatic washer and dryer shall be provided; and
(D)
- (i) Examination and treatment room or rooms.
- (ii) The examination and treatment room or rooms:
- (a) (a) May serve several nursing units; and
(b) (b) Shall be on the same floor and conveniently located for routine use.
- (iii) Examination rooms shall have a minimum floor area of one hundred twenty square feet (120 sq. ft.) excluding space for:
- (a) (a) Vestibule;
(b) (b) Toilets; and
(c) (c) Closets.
- (iv) The room shall contain:
- (a) (a) A lavatory or sink equipped for handwashing;
(b) (b) Storage facilities; and
- (c) (c) A desk, counter, or shelf space for writing.
