This part is necessary to:

1. (1) Implement the Arkansas Clean Indoor Air Act of 2006, Arkansas Code § 20-27-1801 et seq.; and
2. (2) Protect the health of the citizens of Arkansas by minimizing the harmful effects of secondhand smoke.
