(a)

1. (1) The Department of Health will enter into a subgrant agreement with the Department of Parks, Heritage, and Tourism.

2. (2) The subgrant agreement will:

   1. (A) Be reviewed periodically as necessary; and
   2. (B) Define detailed grant program:

(i) Responsibilities;

1. (ii) Requirements; and

   1. (iii) Rules.
2. (3) The Department of Health will provide overall program funding authority.

3. (4) The Department of Parks, Heritage, and Tourism will provide:

   1. (A) Program management;
   2. (B) Staffing; and
   3. (C) Technical assistance.
4. (5) Either agency may terminate the agreement by giving the other a thirty-day notice of intent to terminate.

(b) Selection panel.

1. (1) A grant award selection panel will:

   1. (A) Review applications; and
   2. (B) Make funding recommendations.

2. (2) The panel shall consist of seven (7) members:

   1. (A) One (1) representative from the Governor's Council on Fitness;
   2. (B) One (1) representative from the Department of Health;
   3. (C) One (1) representative from the Department of Parks, Heritage, and Tourism;
   4. (D) One (1) representative from the Arkansas Minority Health Commission;
   5. (E) One (1) representative from the Arkansas Recreation and Parks Association;
   6. (F) One (1) representative from the Arkansas Department of Transportation; and
   7. (G) One (1) representative from the Arkansas Medical, Dental, and Pharmaceutical Association, Inc.
3. (3) The director within each organization will appoint a committee representative.
4. (4) The length of service for each representative will be at the pleasure of each individual organization's director.
5. (5) The selection panel shall elect or appoint a chair annually from the above representatives.
6. (6) Selection panel representatives shall serve without compensation.
7. (7) Annual award recommendations from the selection panel will be submitted to the Secretary of the Department of Parks, Heritage, and Tourism for review and to the Governor for approval.
