For the purpose of this part, the following words and terms, when used in this part, shall have the following meanings:

1. (1) "Eligible applicants" means:

   1. (A) Incorporated cities;
   2. (B) County-sponsored unincorporated communities; or

   3. (C) Joint applications between:

      1. (i) A city or county; and
      2. (ii) Other organizations and individuals; and

2. (2)

   1. (A) "Great Strides Grant" means a grant program providing funds for communities to establish health and fitness trails.
   2. (B) The intent of the program is to encourage physical activity and health-related benefits by providing safe and easily accessible facilities.
