(a)
- (1) A new certificate of birth may be prepared by the State Registrar of Vital Records for a child born in this state upon receipt of an adoption report or certified copy of an adoption decree from the courts of the several states of the United States or a foreign nation.
- (2) The new birth certificate shall not be marked “amended”.
(b)
- (1) A certificate of birth shall be prepared by the state registrar for a child born in a foreign country and subsequently adopted through a court of competent jurisdiction in Arkansas.
- (2) An adoption report as provided for in Arkansas Code § 20-18-405 [repealed] and a request that such a certificate be established shall be submitted to the state registrar for preparation of an Arkansas certificate of foreign birth.
- (3) Such certificate shall not confer citizenship upon the child or the adoptive parents.
