(b) All cattle except steers and spayed heifers leaving such feedlot:

1. (1) Must go directly to slaughter;
2. (2) May be moved directly to another quarantined feedlot with a permit from the state animal health official; or
3. (3) May be "S" branded at the feedlot and move to a market to be sold for movement with a 1-27 permit issued at the market directly to another quarantined feedlot or directly to slaughter.
