As used in this part, "special cattle sale" means:
- (1) Any sale of cattle at an approved Arkansas cattle market held on any day that is not a regular sale day; or
- (2) Any sale of one hundred (100) head or more of test eligible cows originating from out of state in one (1) consignment in any sale, including those held on a regular sale day, at any approved Arkansas cattle market.
