(a)
- (1) The State Veterinarian shall conduct one (1) training session per year if persons apply for training.
- (2) The date of the training session will be chosen by the State Veterinarian.
- (3) The training will consist of three (3) parts and shall be held at the office of the State Veterinarian at the Arkansas Board of Animal Health Building, 1 Natural Resources Drive, Little Rock, Arkansas 72215, or an alternate location of the State Veterinarian's choosing.
- (b) Part 1. A lecture session on horse chipping by the State Veterinarian to include a video of a horse chipping session.
(c) Part 2.
- (1) A practical session on horse chipping by each trainee.
- (2) Each trainee must provide his on her own horse for the practical session.
- (3) Each trainee will also have to have an ISO compatible chip reader (or the industry standard) because it is not possible to chip horses properly without a reader.
- (4) Only ISO compatible one hundred thirty-four point two kilohertz (134.2 kHz) chips or the industry standard will be used.
(d) Part 3.
- (1) A written and practical examination will be given, and upon successful completion, the trainee will receive a certificate to chip horses.
(2)
- (A) The certificate will be good for one (1) year, and the person certified will have to contact the State Veterinarian and provide proficiency data to have his or her certificate extended for another year.
- (B) The proficiency data for recertification will be as follows:
(i) The number of horses chipped each year;
(ii) A good recordkeeping system must be in place and maintained on all horses chipped; and
- (iii)
- (a) (a) Quality of work performed in the chipping process.
(b) (b) Any and all complaints made to the Arkansas Board of Animal Health will be reviewed and investigated.
- (C) These overall criteria will be reviewed yearly by the board (State Veterinarian), and eligibility for recertification will be determined by the board (State Veterinarian).
(e) Fees for training and certification.
- (1) The fee for the training session will be fifty dollars ($50.00).
- (2) The renewal certification will be twenty dollars ($20.00) per year.
