It is prohibited to:

1. (1) Feed swine any of the following:

   1. (A) Animal carcasses or parts thereof;
   2. (B) Meat products or meat by-products; and
   3. (C) Offal or contents thereof, whether raw or resulting from the handling, preparation, cooking, or consumption of foods; and
2. (2) Allow swine access to a site where ordinary household garbage is disposed of from two (2) or more families.
