2 CAR § 51-210 – Penalties

(a) The State Plant Board shall assess cotton growers penalties for failure to comply with the reporting and/or payment requirements of these rules.
(b) Penalties are payable in full to the board within thirty (30) days of the date of the penalty assessment.
(c) Any such penalties assessed must be paid before the board may issue a Grower’s Compliance Certificate under 2 CAR § 51-207.
(d) Penalties must be paid as provided herein even if the cotton grower appeals the penalty under 2 CAR § 51-211.
