(a) The eradication zones for the State of Arkansas are defined as follows:

1. (1) Southwest Zone shall consist of the following counties:

   1. (A) Bradley;
   2. (B) Calhoun;
   3. (C) Clark;
   4. (D) Cleveland;
   5. (E) Columbia;
   6. (F) Dallas;
   7. (G) Garland;
   8. (H) Grant;
   9. (I) Hempstead;
   10. (J) Hot Spring;
   11. (K) Howard;
   12. (L) Lafayette;
   13. (M) Little River;
   14. (N) Miller;
   15. (O) Montgomery;
   16. (P) Nevada;
   17. (Q) Ouachita;
   18. (R) Pike;
   19. (S) Polk;
   20. (T) Saline;
   21. (U) Scott;
   22. (V) Sevier; and
   23. (W) Union;

2. (2) Southeast Zone shall consist of the following counties:

   1. (A) Arkansas;
   2. (B) Ashley;
   3. (C) Chicot;
   4. (D) Conway;
   5. (E) Crawford;
   6. (F) Desha (that portion lying south of the Arkansas River);
   7. (G) Drew;
   8. (H) Faulkner;

   15. (O) Poinsett (that portion lying east of the St. Francis River (administered as Central Zone but operationally handled as part of the Northeast Ridge Zone));

4. (4) Central Zone Area 2 shall consist of the following counties:

   1. (A) Crittenden;
   2. (B) Cross; and
   3. (C) Independence;

5. (5) Northeast Ridge Zone shall consist of the following counties:

   1. (A) Clay;
   2. (B) Craighead (that portion lying west of the St. Francis River);
   3. (C) Green; and
   4. (D) Poinsett (that portion lying west of the St. Francis River); and

6. (7) Northeast Delta Zone shall consist of the following counties:

   1. (A) Craighead (that portion lying east of the St. Francis River); and
   2. (B) Mississippi.
