- (a) It is recognized that in an emergency, such as unfavorable weather conditions, much seed necessary for the advancement of crop improvement would be lost if regular certification standards are adhered to.
- (b) Therefore, under such circumstances, seed failing to meet certification standards other than those affecting genetic purity may be certified, provided there is no injury to the reputation of certified seed.
