1. (a) The State Plant Board shall refuse to register any product that does not comply with the Soil Amendment Act of 1977, Arkansas Code § 2-19-401 et seq., and the rules promulgated under the Soil Amendment Act of 1977.
2. (b) The board is also authorized and empowered to revoke any registration upon satisfactory evidence that the registrant or any of his or her agents has used fraudulent or deceptive practices except that registration shall not be revoked until the registrant has been given an opportunity for a hearing before the board or its duly authorized agent.
