(a)

1. (1) A narrative description of the proposed project is required.
2. (2) The format, style of presentation, and length may vary depending on the nature of the project.

(b) The narrative shall include the following sections:

   1. (A) Ownership.
   2. (B) Legal ownership along with the names, titles, contact information, and roles of principal participants in feedstock processing facility;

2. (2)

   1. (A) Location.
   2. (B) Physical address of facility;

3. (3)

   1. (A) Description of current operation.
   2. (B) If in operation, describe facility including:

(i) Feedstock processed;

1. (ii) Current market;

   1. (iii) Production levels; and

      1. (iv) Cost per unit; and

2. (4)

   1. (A) Intended use of grant.
   2. (B) Describe construction, modification, alteration, or retrofitting of feedstock processing facility.
   3. (C) Include pro forma operating statement, cash flow analysis, projected per unit cost, permitting requirements, and anticipated markets for feedstock.
