Intergovernmental agreements should include at a minimum:

1. (1) Scope of work to be accomplished;
2. (2) Amount of compensation, if any;
3. (3) Delineation of responsibilities and duties of each entity;
4. (4) Term of agreement; and
5. (5) Authorized signatures from each entity.
