Commodities and services which are not practicable to procure by competitive sealed bidding:

1. (1) Postage meter leases;

2. (2)

   1. (A) Motor vehicle rentals, for thirty (30) days or less, may be procured by use of competitive bid procedures.
   2. (B) All motor vehicle leases over thirty (30) days must be approved by the State Procurement Director under the provisions of Arkansas Code § 22-8-102; and
3. (3) Agricultural equipment leases for one hundred eighty (180) days or less may be procured by use of competitive bid procedures.
